I was tempted to replace everyone in the house of commons (An uncropped, much larger version of this image) with a pony from the show… but I’m lazy.
You are correct.
The Prime Minister is actually in the lower left of the photo, but I chose to make celestia as the speaker, as it was the best angle to show the sceptre.
Which just makes it even more confusing.
Judging by her position, Celestia is the Speaker.
