This is very much how I picture Discord trying to solve problems. He thinks very different than everyone else.

Funny that you mention it, considering Lauren based Fluttershy and Pinkie Pie’s personalities upon G1 ponies Posey and Surprise respectively, the former being an earth pony and the latter a pegasus.  
She gave Surprise’s wings to Fluttershy in order not to have two energetic pegasi (with Rainbow Dash) and two down-to-earth earth ponies (with Applejack).

I think it is kinda interesting that Pinkie Pie was originally going to be a pegasus and Fluttershy an earth pony.
 
I wonder, if someone were to add up all the time Pinkie Pie spent in the air and compared it to all the time Fluttershy was in the air. I wonder if Pinkie Pie has actually spend more time in the air than Fluttershy (Pinkie Pie jumps a lot).

From a personality point of view, it makes more sense for Pinkie to be a pegasus and Flutters to be an earth pony, but from a “storyline” point of view, I understand the choice.
 
Giving Pinkie the innate ability to fly would be madness.
