There’s a difference between startling and scary.
99% of “horror” games and movies are startling, not scary. Scary comes more from thinking of the implications of something that happened than what actually happened. For instance, for how long Chrysalis kept Cadance in that cave or how Shining was completely brainwashed and used as a pawn to get into help Chrysalis and her subjects suck the life out of everyone alive.
