How does one call the cops on sexual harrassment/assault from yourself?

You do NOT! If somehow they determine that:
. (a) “Shadow Misty” is effectively committing a punishable crime.
. (b) It is not possible to “separate” her from Misty.
. (c) The only way to ensure the crime will not be repeated in the future is to “permanently” do something to their body.

Since this is effectively a “hostage situation” (with both of them inside the unreachable bunker of their shared brain.
THEN -> Because they do not “negotiate with terrorists”, they will “execute” both of them to “terminate” this situation (before it could possibly escalate… somehow).

At best, Misty is going to be put in a permanent coma (either chemical or magical), until an “exorcism” procedure gets developed by Izzy Moonbow (with the help of her mentor Elder Flower).
At worst, Misty is going to be turned to stone and/or banished to another Realm [outside of Equestrian jurisdiction].
-> This type of behavior would not be tolerated or allowed to continue.
