That is to say: not very evil at all.
If you step outside of the fandom and just go by show canon, Nightmare Moon is a stern Celestia compared to Tirek who goes Godzilla on Equestria or King Sombra and Chrysalis who wage open war.

I mean, Nightmare Bun was barely talked about, remember that already at the first episode she was getting her arse kicked by the rooter tooter long range shooters of the mane six. It’s just that Chrysalis seems eviler because she’s the one we see her bad actions; but we didn’t see that much of Nightmare Bun.
