I think Spike referred to them as his “spines” in one episode. Apparently they’re rubbery and flexible due to him still being a baby dragon. In “Secret of My Excess”, full-grown Spike’s spines got a haircut at one point, indicating that they were stiff and could no longer bend like that.
Still, it’s sorta rare to have seen them. I only really noticed in this episode since it was constant.

But seriously, that is a nice animator touch to make his head frills droop. I think I’ve never seen his frills droop like that before.
