Suri wants the dragon, and would see the exchange of one animal for two much lesser animals as a steal for her. It’s called having your eyes on the prize and nothing else. And I have no doubt that Suri doesn’t see any threat from the RD crew since she was only after Rarity.

I’m guessing that they just want that dragon, and Spike will turn himself in on the condition that Suri’s team gives them the items needed to cure Rarity’s condition, and only Tri-horn and/or Octavia will realize the significance of those items well after it’s too late and Rogue Diamond started their rescue mission for Spike.
They think Rarity is dead, so why would they be concern about giving them endangered species in exchange for another endangered species?
