After discussing with other people, this is most likely inches, so continuity works better. But I personally wanted it to be centimeters so that they were really tiny. ))) (English is not native, so I use a translator)

Inches, probably; if that’s 21 centimeters, then the leading edge of Zipp’s wing is only about 8¼ inches long, making them tiny ponies.
