Well, it IS Rarity. Even Evil Rarity can’t manage to be too evil in a normal way because of her inherent grace and generosity.
She’d probably mostly encourage ponies to wear lots of flannel, Crocs and pastel 70’s style disco clothes, or 80’s style parachute pants and mullets.
