Even with proper feathers, horses don’t have the same hollow bones as birds, so birdlike wings alone wouldn’t be sufficient for flight. Pegasi needing magic to fly is actually a point brought up in the movie, since all pegasi are unable to fly with the magic gone from Equestria and the royal family uses wires to pretend they can fly.
I’d say she shouldn’t be able to fly with them, but these are magical Pegasus ponies we’re talking about, so physics went straight out the window here.
The fact that she has wings that are different from all other pegasi is really strange, so it’s possible that those are artificial wings.
