Not to mention he also still wants Tempest dead for what happen to his uncle which Tempest was indirectly involved with that at the time and he still refuse to believe she is redeemed.

Rusty’s a selfish liar cause we know better Thistle would never sent him to look after Lullaby and sent her back to her aunt to be “safe” since Thistle and Tempest already know what Rusty is capable of, just as he lied to Fireweed about what happen about “protecting” Thistle and Lullaby from Tempest before she pound him.
 
He would use Lullaby’s own guilt against her to make her come with him but he will still harm and threaten Lullaby if she had second thoughts and discover his lies.
 
In that last panel, Rusty (in his thoughts) vowed to make Thistle, his own cousin suffer for her betrayal for not only be friends with as well as fall in love with the enemy but for pulling a stunt with the poison which it wasn’t poison by taking Lullaby away from her.

Asshat only wants to destroy Thistle’s new family out of spite for leaving the farm years ago.

I want to repeatedly kick him in the crotch with a steel-tipped boot. I can think of no greater signifier of a properly written hate-able antagonist.
