If you’re talking about the tapered edged of the eyelids, they’re called caruncles
seem to be d-xross’ artstyle. though i wish he’d darken the middle a bit orat the very least expand the iris a bit to make it look more natural like how fluttershy looks to the left and right here. i.e the iris is not 100% fully visible and is covered a bit by the edges of the eyelid(?) (eye socket? the edge of what’s visible, not sure what it’s called in english)
