Try to braid them supertight, boilperm it and let it set, then un braid it. If you did it right it will come out wavy but generally strait. For my Night Mare Moon I actually found that just a rough brushing gives it a nice nebulous effect, but that would spoil Celestia’s stripes. Might work for Woona here, though.

It’s funny we never seen Luna & Rarity interact, while Pinkie & Celestia rarely interact, as well. (Aside from Pinkie going, “Are you ganna eat that?)
 
But eh, Hasbro’s marketing must know what they’re doing. Kids love getting 2 toys in one.

I think Luna is based on S1 Luna, like on the box. You know, with the entire minute or two of screentime she had looking like that.
 
Either way, it doesn’t bug me too much. It’s not as terrible as Pinklestia.
