Sunburst knows a lot about magic, but he has serious issues with pulling it off. Maybe he’d be slightly better than average in terms of power, but he just isn’t a prodigy in the same way Starlight or Twilight would be described as, and you can probably make a case for him being below-average in power.
 
Now, to be fair, that same episode (which was his debut in a speaking role sense) brought this up:

Can you give me a source on that confirmation? Because that would help quite a bit.

No it’s confirmed that he flunked out because he couldn’t do the magic that was being taught. So I doubt he’s anywhere near as powerful as Twilight and Starlight.

I want to write something with the orange book horse but still trying to work out his power level. Current head canon I have is he’s at least close to being on par with Twiggles and Glim Glam and flunked out of magic school due to not doing the assignments because he got side track reading through other books.

Considering how a random unicorn at least tried to blast Tirek in the S4 finale, or how mind-controlled unicorns shot at Rainbow Dash in the S9 premiere, I think it’s a pretty common ability, it’s just the power doesn’t amount to much in comparison to ponies like Starlight or Twilight if you don’t work on refining it, and your magic in general.
 
For what it’s worth, Trixie could fire magic from her horn after taking the Alicorn Amulet off, in S3, albeit it was weak (though she does seem to have above-average potential, considering that she’s pulled off self-levitation and a shield, in S8)
 
I’d like to think Rarity’s is notably better than average though (she did it in the S9 premiere too).
 
It really can’t be that complicated of a spell, firing raw magic from your horn, can it?

It looks like the horn doesn’t break that easily  
it would have to be something much denser and or with full  
force like what happened to Tempest Shadow in order to break  
a Unicorns horn.
