It depends on how much ballast +how hot the air is inside as to how much lift it has.

Sky funeral
Hot air balloons float because of hot air. When the level of hot-air in the balloon is right you could logically manipulate it with your hands and with a rope. I’ve seen ground crews pull a balloon about in a field to guide it to a safer location to let it down. It just needs to be buoyant enough.
 
It actually makes plenty sense. The only real weight restriction is in how much hot-air the balloon proper can hold and the strength of the basket.
