We didn’t see Rarity & Sweetie’s parents until season 2, and until then people just assumed Sweetie lived with Rarity. Same with things that weren’t revealed until later to.  
It could be we just haven’t gotten to see wingless dragons besides Spike yet.  
Besides, when he grew big in “Secret to my Excess,” he didn’t grow wings. So that’s one wingless dragon we’ve seen.  
Not all ponies have wings, so it might be possible not all dragons have them either.  
I kinda prefer Spike without wings personally, though Rarity in a corset is nice. :P lol

Every dragon we’ve seen so far has wings EVERY single one. I highly doubt Spike is his own subspecies. He might not be quite the same as other dragons, but not having the same biology as them seems unlikely. It’s not like ponies with their clear subspecies. He may eventually get wings.
