I can see what’s wrong here. The artist wanted to go for a perspective with her head tilting more forward and down, showing more of the top of her head to the viewer than usual.
 
Problem is, it looks wonky.
 
For starts. The forelock, or fringe, or however you personally call it, needs to be lower down. At the moment, it is in the position for a normal shot. Her mane basically hasn’t kept to it’s roots as her head has tilted forwards.
 
Her right eye is too small and too far to the left of the viewer.

The left side of her face needs to be smaller, and moved further inward (the top of her head is way too tall).

Pick one.
 
I’d also address the height of her head, that very circular line seems to terminate at the top way too high.

Her eyes look a wee bit derp.
